PARTNER —Richard Lehman brings over 40 years of public policy and political experience to Lehman Levi Pappas & Sadler. As an effective and successful lobbyist since 1995 he has helped more than 40 different clients with issues before state government. He has an extensive background in energy, water, finance, housing, telecommunications and land use regulation.

Mr. Lehman is a former United States Congressman and State Assemblyman. As a Congressman from 1983 to 1995 he served on the powerful Energy and Commerce Committee and the Subcommittee on Energy. He was a member of the Natural Resources Committee and chaired the subcommittee on Mining and Natural Resources and served for 12 years on the Water and Power Subcommittee. In recognition of his expertise on water issues, he received the distinguished service award from the National Water Resources Association in 1990.

As an Assemblyman from 1976 to 1982 Mr. Lehman served on the Agriculture Committee, the Water, Parks and Wildlife Committee, the Governmental Organization Committee and the Ways and Means Committee. He was Majority Whip from 1978 to 1982. Earlier, he worked for the California Legislature from 1969 to 1975.

Mr. Lehman is a founder and director of a state chartered bank and holds a Bachelor's degree in Politics from the University of California.
